Looks like we have a winner! Damien Kee guessed correctly. It’s a pulse meter. It works (well, eventually anyway) by amplifying the difference in the amount of light shining through a finger as more or less blood pulses through it with each heart beat.

Very cool! Could put it on BP executives and correlate pulse to oil flow.
Remove the LED, teplace the light sensor with a microphone, and you should be able to keep track of beats, and maybe low frequenies.
